SUSTAINING PLATFORM FOR CRITICAL MASS OF LEADERS WITH ‘EVALUATION KNOW-HOW’ AND LOCAL OWNERSHIP OF M&E AT UNIVERSITY OF IBADAN
The University of Ibadan is currently celebrating its 70th Anniversary as a premier tertiary institution providing education, training, research competencies and services to future leaders of Nigeria and other countries of Africa. The comprehensive level of academic, research and professional training the University provides remain essential component and cornerstone of efforts to strengthen ‘knowledge-based economy’ that meets the social and economic development agenda of the nation. Increasing the number of national and international leaders with laudable claim to ‘roots’ at the University of Ibadan and their contributions to national and international development remain the major priority and a proud dedicated objective of the University of Ibadan.

This underscore our continuing commitment to maintain high scholastic standards and efforts to provide solid and vibrant academic foundations, competencies and experiences for these future leaders of the country. The University of Ibadan welcomes the partnerships for M&E especially the dedication to enhance the capacities of staff, Postgraduate Students and Early Career Researchers at the University of Ibadan in M&E for projects and program implementation.

Monitoring and Evaluation is an essential component of research, translating research to innovations and evidence as well as the designs of successful development programmes. Program implementing organizations and agencies including Ministries, private sectors and international development agencies place significant value on M&E as an integrated component for successful projects and programs. The partnership of the University of Ibadan Research Foundation; the Africa Research, Implementation Science, and Education (ARISE) Network; The McGoldrick Professional Development Program in Public Health at the Harvard University, Boston, USA; the Postgraduate School, University of Ibadan and the Distance Learning Centre (DLC), University of Ibadan represents a valuable platform to make the initiative on M&E sustainable at the University of Ibadan.

This ‘Train-the –Trainers’ short course- “Introduction to Quantitative Methods in Monitoring and Evaluation (M7E)” and the new master’s degree course on M&E starting at the department of Epidemiology and Medical Statistics, Faculty of Public Health are designed to strengthen our commitment in exposing the graduates and staff at the university to this valuable competency. It is an important step towards efforts by the University of Ibadan to expand and create a critical mass of leaders with ‘evaluation know-how’ and local ownership of M&E as an important cornerstone of contributions of research for sustainable national development.

MAKING RESEARCH COUNT FOR SOCIOECONOMIC DEVELOPMENT OF NIGERIA:
THE UNIVERSITY OF IBADAN RESEARCH FOUNDATION

The University of Ibadan Research Foundation (UI-Research Foundation) was created to strengthen the leadership roles of the University of Ibadan in research and contribute to the translations of research to innovations, evidence and strategies for social and economic development of Nigeria.

The UI-Research Foundation provides a unique platform to:

  • Strengthen dedication of UI research leaders to valuable research priorities with focus on meeting social needs.
  • Facilitate access of Early Career Researchers and Postgraduate Students of University of Ibadan to expertise and new competencies for generating research results and innovations for economic development.
  • Nurture future research and national leaders to effectively use research outputs to address challenges and opportunities of knowledge economy of our national development.

The creation of the UI-Research Foundation represents an emphatic commitment and dedication of University of Ibadan to lead the pioneering efforts in facilitating knowledge economy for Nigeria through research, high academic standards, innovations and efforts to ‘make research count for national development’. The ultimate goal of the UI-Research Foundation is to support the faculty, staff and early career researchers in their efforts and contributions to leading-edge research and to provide the best education to leaders of tomorrow who can use their knowledge from Basic, Clinical, Social and Behavioural Sciences, Arts and Humanities, History, Law and Philosophy to address problems and challenges of our communities and the country in ways never before employed.

The partnership of the University of Ibadan Research Foundation with the Africa Research, Implementation Science, and Education (ARISE) Network; The McGoldrick Professional Development Program in Public Health at Harvard University, Boston, USA; the Postgraduate School, University of Ibadan and the Distance Learning Centre (DLC), University of Ibadan is designed to create a valuable platform to make access to competencies in Monitoring & Evaluation sustainable at the University of Ibadan. The major objective of the partnership is to focus the efforts in the university on enhancing the competencies of Early Career Researchers, Postgraduate Students and staff in the applications of M&E for projects and programmes in Agriculture, Sciences, Social Sciences, Education, Technology, Public Health and other disciplines. One of the dividends of this partnership was realized with the opportunity for University of Ibadan to participate at the M&E training program recently organized at Harvard T. H. Chan School of Public Health in December, 2017. The representative from University of Ibadan, Nigeria joined colleagues from seven countries at this important training program and gained access to templates and curriculum for M&E from the group.

This partnership is expected to bring additional value as the Postgraduate School, University of Ibadan is becoming one of the largest in the region and as the University of Ibadan evolves to becoming a research University with a 60:40 intake ratio of postgraduate to undergraduate students. It is anticipated that the M&E Initiative and this workshop will serve as an important step towards bringing together major stakeholders in M&E training from the different faculties, centres and departments at University of Ibadan to deliberate, share experiences and network on how to make M&E an important contribution of University of Ibadan as the lead institution using research and innovations to propel Nigeria towards taking its pride of place in global economy.

The University of Ibadan Research Foundation (UI-RF)

The University of Ibadan Research Foundation (UI-RF), establish in 2014, is a novel initiative to sustain the research base, foster leading, nurture talents among staff and maintain a high scholastic environment necessary to meet the missions of the University of Ibadan as premier provider of the best quality education, research, training and services in the region. The University of Ibadan took the giant step to establish this first Research Foundation in Nigeria to serve as a platform for building competencies and capacities of the faculty and staff of the University in their efforts to become research leaders in their fields.

The aim of establishing the University of Ibadan Research Foundation is to boost the University’s efforts to support high quality staff, who would deliver research results and services to meet the University’s vision. The UI-Research Foundation awards and manages research grants funded by the University to support and sustain research and strengthen the scholastic standards at the University. It provides frameworks to facilitate continuous scholarship and professional development of the staff in order for them to build on their primary training and expertise. The Foundation is an avenue for the University to recognize, nurture and retain talents among its staff and faculty, as well as expose them to international grants and platforms that will foster participant in novel research aimed at bringing new capacities for the individual staff as well as innovative facilities for the University of Ibadan.

The Postgraduate School

The Postgraduate School, University of Ibadan is the flagship of postgraduate education in Nigeria. A pragmatic postgraduate program based on a vision to meet the national needs has evolved at the university. The university has strategically developed to become a postgraduate research university increasing the enrollment of Nigeria and international postgraduate students from 37.3% in 2011/2012 to 49.3% in 2013. The vision of the University of Ibadan is to attain an admission ratio of sixty percent (60%) postgraduate intake of overall enrollment in 2016. The postgraduate enrollment has steadily increased from 4,864 in 2001/2002 to 12,948 during the 2012/2013 academic year. During the same period, the University of Ibadan has intensified its research efforts to support the postgraduate training benefiting from high level of academic and research expertise of its staff and faculties. Research efforts at the university have also been aided with partnerships with national and international funding agencies. The support from McArthur Foundation, President Emergency Plans for Elias (PEPFA), European Commission, TETFUND, Wellcome Trust, WHO, and other agencies have been successfully implemented.

Faculty Of Public Health, University of Ibadan, Nigeria

The Faculty of Public Health was established in 2002. It is the first Faculty of Health in Nigeria and has since assumed leadership role in Public Health, man power development and research. The Faculty currently has six Departments and one institute namely: Epidemiology & Medical Statistics, Health Promotion & Education, Human Nutrition, Health Policy & Management, Environmental Health Sciences, Community Medicine and the Institute of Child Health (ICH). However, both the Department of Community Medicine and Institute of Child Health hold dual Faculty status with the Faculty of Clinical Sciences in respect of clinical programmes.

 Outstanding research and teaching continue to be the hallmark of the Faculty. The Faculty provides excellent educational programs that prepare graduates to address the multifaceted health needs of populations, communities and individuals. Priority health needs are addressed by conducting quality research and disseminating the findings. Research areas include: HIV/AIDSs, Adolescent reproductive health, Sexual and Reproductive health, Malaria prevention and control, Prevention of Gender based violence and Women Empowerment etc.

The Faculty takes the lead and actively participates in serving our university, professions, individuals and communities. The internship component of the Master of Public Health (MPH) degree is viewed as the culminating experience of our graduate academic program. It is designed to provide a meaningful opportunity for students to integrate knowledge gained during academic coursework in a professional public health setting. The Department of Epidemiology and Medical Statistics will admit through the postgraduate school the first intake into MPH in Monitoring and Evaluation in the coming 2018/2019 session.

Distance Learning Centre, University of Ibadan

The idea of distance education was conceived by the Department of Adult Education of the University of Ibadan in 1972. The proposal for the commencement of the various programmes was presented to the Senate of the University of Ibadan in 1976. The National Universities Commission also gave its approval on the condition that it would be a self-financing centre.

The present-day Distance Learning programme started first as External Degrees and later changed to External Studies programme of the Department of Adult Education in 1988, with courses from the parent department (Adult Education) and two other departments, Guidance and Counseling and Teacher Education. By 1993, four more departments – Special Education, Library Science, Educational Management and Physical and Health Education had joined the initial three departments to offer courses leading to the award of the Bachelor of Education (B.Ed.) degree. In 1998, the programme was extended to the Faculty of Agriculture. In 2002, the name of the centre was changed from centre for External Studies to Distance Learning Centre. Since inception, the centre has graduated over 4,000 students.

The Distance Learning Centre’s programme of studies is the offered for full-time students, of the University of Ibadan. The only difference is that it is designed primarily to suit those in the working class, whose schedules, distance, financial condition and other situations may not permit them to undergo full-time studies at the university. These students read their study-packs, communicate with their lecturers frequently, and come into residence six weeks in a year for revision and examination. In addition to its Head Office at Moroundiya Site, Idi-Ose, Along Moniya Road, on the New Ibadan-Ilorin Expressway, Ibadan and the office at 20, Awolowo Avenue, Old Bodija, Ibadan, the centre also has information offices in Lagos and Abeokuta, and plans are underway to add new ones.

The Africa Research, Implementation Science and Education Network (ARISE)

The Africa Research Implementation Science and Education (ARISE) Network was established in response to a clear and compelling need for greater, more sustainable public health capacity in Africa. A collaborative effort between leading Africa institutions, ARISE serves as a platform for robust research and cutting-edge education in the region. The ARISE partners share a common commitment to improving population health through enhanced capacity and more effective programs. Longstanding training initiatives between leading academic institutions in the region and the Harvard T.H. Chan School of Public Health provide a strong foundation for advancing public health impact. The ARISE Network has member institutions and organisations from seven countries in sub-Sahara Africa. Together, this group of distinguished colleagues is working towards a common goal: to develop the next generation of public health leaders in Africa.

The future of ARISE: robust training, strong leaders, and greater health impact

The ARISE Network aims to:

  1. Simultaneously equip leaders to put evidence into action more rapidly and more effectively, while creating robust training programs that are self-sustaining.
  2. Benefit from the combined strengths of academic and research institutions with various specialties.
  3. Bring together expertise in research methods, program design, implementation science, and measurement and evaluation.
  4. Provide comprehensive training across a range of health systems and topical focus areas

The McGoldrick Professional Development Program

The McGoldrick Professional Development Program in Public Health under the aegis of Harvard T.H. Chan School of Public Health.
The McGoldrick Professional Development Program in Public Health is made possible by a generous gift from Mr. John McGoldrick, a department benefactor. This program operates under the aegis of the Harvard Chan School of Public Health (HSPH) and the Africa Research, Implementation Science, and Education (ARISE) Network, a consortium of public health education and research institutions. As Fellows of this program, educators from public health institutions across seven countries in sub-Sahara Africa are conducting introductory quantitative monitoring & evaluation courses at their respective home institutions. The faculty director of this program is Prof. Marcello Pagano, Professor of Statistical Computing in the Department of Biostatistics that has spent over 35 years as faculty at HSPH teaching and advising students. He also authored one of the most widely-used foundational textbooks in Biostatistics, which is now available in seven languages. The Scientific Director of the McGoldrick Program is Dr. Sarah Anoke, a postdoctoral research fellow in the same department.

GUEST LECTURERS PROFILE

PROFESSOR E. ADENIKE EMEKE

Professor Elizabeth Adenike Emeke obtained her PhD in Evaluation from University of Ibadan, Nigeria. She has been teaching courses in the fields of Science Education and Counseling but more intensely within the broad spectrum of Education Evaluation at the postgraduate level. Her research experience which spanned over 3 decades has been wide and varied, leading research endeavours of both national and international dimensions and serving as Consultant to many private, national and international agencies. Her research interests cover the areas of learning strategies, teaching effectiveness, curriculum development, project, programme & policy evaluation, and reform of educational systems.

Prof. Emeke, who is a member of the University of Ibadan Senate is widely travelled and has been an invited resource person at workshops, seminars and conferences in and outside Nigeria.

PROFESSOR OLUFUNMILAYO I. FAWOLE

Professor Fawole joined the Department of Preventive and Social Medicine in 1996 and became a Professor of Epidemiology in Epidemiology Statistics Department in 2009. She was the immediate past Head of Department of Epidemiology and Medical Statistics and is currently the Dean of the Faculty of Public Health College of Medicine, Ibadan, Nigeria. She is an honourary consultant with the University College Hospital, Ibadan and a Fellow of both the Nigerian and West African College of Medicine in Public Health (FMCPH) and (FWACP). She has a masters (MSc-MMed) degree in Epidemiology and Biostatistics from the University of Witwatersrand, South Africa and is a Fellow of South African Foundation for Advancement of International Medical Education and Research (SAFRI/SA-FAIMER). She is a technical consultant to Federal Ministry of Health and its implementing partners. She has also worked as a National Surveillance Officer and later as the Oyo State Coordinator with the WHO Nigeria.

During her period as the Acting Head of Department of EMSEH from2009 to 2011, she facilitated the curriculum review of all postgraduate programmes in the Department, obtained senate approval to commence a Masters Programme in Clinical Epidemiology, and facilitated the creation of the Department of Environmental Health Sciences. She was involved in the development of the just approved curriculum for the MPH in Monitoring and Evaluation. Her research interest includes prevention of Gender based violence, STIs/HIV/AIDS and Malaria.

DR JENNIFER ANYANTI

Dr. Jennifer Anyanti is the Deputy Managing Director (Programmes) at SFH. Jennifer holds a Master’s degree in Public Health, and has, for over fifteen years, demonstrated her expertise with local and international organisations, in applying public health principles for HIV/AIDS; STI prevention and control; family planning; BCC/health communication; Primary Health Care and Managed Care in occupational health settings. Dr. Anyanti possesses strong skills in coordination, supervision, research activities, data management, report writing and design of user friendly M&E systems, she is well published, and is very interested in the application of research to the development of sound public health programmes. She is also a Board member of the Redeemed Aid Programme (RAPAC).

RESOURCE LEADERS

ANGELA CHUKWU, PhD

Dr. Chukwu is a senior lecturer and the Acting Head of Department of Statistics, University of Ibadan, Nigeria. Dr. Chukwu received her Ph.D in Statistics from University of Ibadan in 2008 under the mentorship of Professor T. A. Bamiduro. Her work is centered on developing and integrating innovative statistical approaches to advance public health, health care research and the life sciences. She has been involved in research and teaching of Statistics at undergraduate and postgraduate levels at the university. Dr. Chukwu has collaborated well in research activities both with and outside Nigeria. Her research interest spans areas of Mathematical Statistics, Demography and Biostatistics, specifically on Applied Statistics in Health Measurements and Modelling. She has served as a resource person on various workshops on proposal and scientific writing and data management. She is currently the Principal Investigator on the Ibadan ARISE project.

OYINDAMOLA BIDEMI YUSUF, PhD

 Dr. Oyindamola Bidemi Yusuf joined the department of Epidemiology and Medical Statistics in 1999 as an assistant lecturer and became a Reader in 2015. Dr. Yusuf obtains her Bachelor’s (Statistics) Master’s (Epidemiology and Medical Statistics) and doctoral degrees in Medical Statistics from University of Ibadan. She was the Sub Dean (Postgraduate) of the Faculty of Public Health between 2014 and 2016 and is currently the acting Head of Department of Epidemiology and Medical Statistics.

She was a recipient of WHO/MIM/TDR Postgraduate Fellowship for her doctoral work on mathematical modeling of anti-malaria drug resistance. She is a Fellow of the McGoldrick Professional Development Program in Public Health (with focus on Monitoring and Evalaution), operating under the aegis of the Harvard T. H. Chan School of Public Health and the ARISE Network. She is a consultant Biostatistician with experience both locally, working with the USAID-sponsored Local partners for Orphans and Vulnerable children (LOPIN) projects across Lagos, Akwa Ibom and Rivers States; and internationally, with the King Abdullah International Medical Research Centre, Jeddah, Saudi Arabia. She was a joint winner of the 2017 Nigerian Prize for Science by the Nigerian LNG. Her research has focused on the review of statistical methodology and its application to epidemiological studies in Malaria, TB, HIV/AIDs and reproductive health.

DR. SARAH ANOKE

Sarah Anoke, PhD is a Postdoctoral Research Fellow in the Department of Biostatistics at the Harvard T. H.  Chan School of Public Health. She is a statistician with interest in causal inference, data science, biostatistical pedagogy, and the applications of these fields to the improvement of public health in sub-Saharan Africa. Her doctoral work examined the optimization of statistical inference under practical constraints, and the limitations of causal inference when estimating treatment effect heterogeneity without a priori assumptions about subgroup membership. Currently, she is working on a biostatistical capacity-building project with Prof. Marcello Pagano, as well as developing her research portfolio in discipline-based education research and high-dimensional causal inference problems solved with thoughtful data visualization techniques. Sarah earned a Bachelor’s degree in Chemistry from Harvard College, a Master’s degree in Biostatistics from the Harvard Graduate School of Arts and Sciences and a PhD in Biostatistics from the Harvard Graduate School of Arts and Sciences.

FACILITATORS

PROFESSOR JOEL BABATUNDE BABALOLA

Professor Babalola obtained his PhD in Economics of Education from University of Ibadan, Nigeria in 1988. He started his career as a graduate assistant in 1986 and rose through the ranks to become a professor in 2005. He has held many administrative positions in the faculty of Education, University of Ibadan; and has served as a member of the University Senate and Training Director of University of Ibadan Ventures. He is also a recipient of many local and international awards.

He has supervised an array of postgraduate theses and has published over 50 books and over 75 articles in revered journals and technical papers. Professor Babalola is also a consultant to many States of the federation and international organisations such as UNICEF, British Council, UNESCO, World Bank and African Union on educational policy, planning and implementation. He has attended many workshops, courses and conferences both locally and internationally.

OYAMAKIN OLUWAFEMI, PhD

Dr Oyamakin Oluwafemi holds Bachelor’s, Master’s and PhD degrees in Statistics from University of Ibadan. He is a Fellow, Graduate Statistician, Chartered Statistician and a Chartered Scientist of the Royal Statistical Society, United Kingdom. He is also a member of Nigeria Statistical Association, Nigeria Statistical Society, International Biometric Society, Nigeria Mathematical Society and International Statistical Institute (ISI), among others. He is currently the Master’s degree coordinator and a lecturer in the Department of Statistics, University of Ibadan with passion for teaching and conducting research in statistics utilization, modeling and practice.

He has also collaborated with researchers from other discipline like Medicine, Forestry and Sociology within and outside the country. He was one of the delegates invited by UNDP (REDD+) to advance knowledge in climate change modeling. He was one of the participants in the WHO/TRD programme on implementation Science. Oluwafemi is a Mentee under the aegis of the Harvard T. H. Chan School of Public Health and the Africa Research, Implementation Science and Education (ARISE) Network. He is one of the two ISI Ambassador selected to attend the International Biometric Conference in Barcelona, Spain.

ADESOLA ZAIDAT MUSA, PhD

Adesola Zaidat Musa holds a Master’s degree and a PhD in Biostatistics. She is research Fellow of Nigerian Institute of Medical Research (NIMR), Lagos and has worked in the Institute for 16 years. Over the years, she has garnered experience and expertise in her specialty, result based Monitoring and Evaluation from both local and international academic engagements. She is currently the head Monitoring and Evaluation Unit of Nigerian Institute of Medical Research (NIMR), Lagos.

She has authored and contributed to over 40 publications in peer-reviewed journals and has made significant contributions in strengthening the quality of care and research in treatment outcomes, impact of health programs operational and implementation research in the area of HIV/AIDS and other infectious diseases at the facility, state and national levels.

CHRISTOPHER GODWIN UDOMBOSO, PhD

Dr. Christopher Godwin Udomboso is a lecturer in the Department of Statistics, University of Ibadan. He bagged his PhD (Computational Statistics) with the best thesis in the Faculty of Science in the 2014. His research interest lies mainly in Artificial Neural Networks and has published scholarly articles in both international and local journals, attended international conferences with papers read and published in refereed proceedings to further interrogate this area of interest.

In 2015, he was awarded a twelve-month Postdoctoral Fellowship at the North West University, South Africa (Mafikeng Campus) where is currently an external examiner to the Department of Statistics of the University. Dr. Udomboso is also the Sub-Dean Undergraduate (Physical Sciences) in the Faculty of Science as well as the Postgraduate Coordinator for the Department of Statistics, University of Ibadan. Since 2010, he has been a consultant to the University of Ibadan, training students on Monitoring and Evaluation, Focus Group Discussion, Survey, Report Writing and Presentation Styles, among others.

PRACTICUM SUPERVISORS

Stephen Oyatokun obtained his B.Sc. (Soil Science), M.Sc. (Agronomy) and PhD from University of Ibadan, Nigeria; and a Master’s degree in Business Administration (MBA) from University of Ilorin, Nigeria.

He has worked with non-governmental organisations, accounting/tax-auditing firm and in the Oil and Gas sector. He has also been involved in various training such as data collection and farming systems research of State Fadama projects; training programs and interventions in conflict management in South-West Nigeria; and in-house training on Health, Safety and Environment (HSE) of the Oil and Gas industry. In 2010, he co-established KOOL-SOY NIGERIA LIMITED, an agro-consultancy and program development company.

He is a member of Soil Science of Nigeria (SSSN), Biochar Initiatives of Nigeria (BIN) and in 2017, he became a member of ARISE and CHAN (Ibadan team) as a mentee. Oyatokun has published scholarly articles on soil fertility issues and microbiological studies in international and local peer-reviewed journals. He is also a reviewer for many international journals.

JOSHUA ODUNAYO AKINYEMI

Dr. Joshua Akinyemi is a Senior Lecturer at the Department of Epidemiology and Medical Statistics, College of Medicine, University of Ibadan, Nigeria. He holds a PhD in Medical Statistics/Demography and has attended advanced trainings and workshops at the University of Colorado, Boulder, USA; and University of the Witwatersrand in South Africa. He has expertise in advanced demographic/statistical modeling and multi-country analysis of complex nationally-representative household surveys; and has facilitated several trainings and capacity building workshops. Dr. Akinyemi is a recipient of several international fellowships including the Consortium for Advanced Research Training (CARTA) doctoral fellowship in 2010, CARTA postdoctoral fellowship and Wits University Research Council Postdoctoral fellowship.

His broad research interests focus on demographic and statistical modeling of mortality, reproductive and child health outcomes. As a medical statistician, he is a collaborator on several research grants, epidemiological and clinical studies of cardiovascular diseases, HIV/AIDS, and Malaria. Dr. Adeyemi has participated in many international conferences and has papers published in reputable peer-reviewed journals. He is a member of the International Union for the Scientific Study of Population (IUSSP), International Society for Clinical Biostatistics, International Epidemiological Association, Population Association of America among other professional organisations.
