Call for Expression of Interest: External Audit of Research Grant Project

The University of Ibadan Research Foundation (UI-Research Foundation) invites qualified audit firms to submit expression of interest and proposals to undertake an audit of financial statements on the implementation of a research grant agreement between the University of Ibadan Research Foundation and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), on the Research Networks for Health Innovations in sub-Saharan Africa Funding Initiative of the German Federal Ministry of Education and Research  German Federal Ministry of Education and Research (BMBF) contract number DASH_7_UIRF_81302197.

Scope of Work
The audit will cover financial activities on the research project titled Research Network for Design and Evaluation of Adolescent Health in Sub-SaHaran Africa (DASH) covering the period from June 2023-May 2028. The audit will be conducted in 2 phases (phase 1 to cover June 2023-June 2025 and final Audit for July 2025-May 2028) to assess:

• Proper use of funds in line with the Research Grant Agreement
• Completeness and accuracy of supporting documentation.
• Accuracy of transactions and transparency of record management
• Compliance with procurement procedures
• Adequacy of management and internal control systems

The audit must be conducted in accordance with internationally recognized standards including ISAE 3000 (Revised) or equivalent.

Eligibility Criteria
Interested audit firms must meet the following requirements:

• Proven experience auditing funds from international public donors within the last three years (must have completed minimum of three contracts, each exceeding €100,000)
• Team Leader must be a Certified Public Accountant (CPA), Chartered Accountant, or hold an equivalent qualification.
• Team members must have a background in business administration and at least two years of auditing experience.

Deliverables
The audit report must include:

• Quantification of eligible and ineligible costs
• Summary of key findings (financial, internal control, and other)
• Recommendations for improvements
• Annexes including financial reports and list of persons contacted.
